I always try to achieve balance, but I am not an hotlapper, I also tend to quali with my race set.
For the set it is a question of test and driving style, I've read you have some real life racing experience, so you will probably manage WHPA which will show you what effect the settings have on the handling. Careful you need to copy your setup file to a new folder before editing it with WHPA:

With cars like TBO in long race we often use lots of over steer to manage the tires better, here again you have to change the driving style a bit...
We also do lots of endurance and there the drivers have to use the same set, so it is again to the drivers adapt to a compromise...
It is not all to the setup, you need both driver and car to be good
So be flexible and make notes about what you like for each cars (oversteer, understeer, soft or hard brakes......), they will help you when you need to setup the car.
Use the replay analyser (
viewtopic.php?f=35&t=492 ) ( I mostly use it make sure I have enough suspension clearance), you can also compare your lap with the wr lap (you can download them on lfs world)....
